The festival is funded by the 2023 Creation Program of the National Culture Fund. National Fund “Culture” supports at the national level the creation, development and dissemination of Bulgarian culture and art in the country and abroad.
The “2025 Cultural Events Calendar” program aims to build an environment for the development of cultural life in the capital by supporting the implementation of projects in the field of culture and arts with high artistic value, contributing to greater diversity and dynamism in Sofia’s cultural life, encourages the implementation of projects focusing on socially significant topics and issues, and attracts citizens to participate in cultural life.
The Goethe-Institut – Germany’s cultural ambassador around the world – connects people, ideas, and cultures in over 150 centers in 99 countries. It opens doors to the German language, encourages creative exchange, and supports the free development of culture and science.

NATIONALES PERFORMANCE NETZ is a support program for the exchange and distribution of contemporary dance and theatre productions from Germany on a national and international level. The NATIONALES PERFORMANCE NETZ is kindly supported by the Federal Government Commissioner for Culture and the Media, by 14 Departments of Culture and Arts of the German federal states. With the NPN Guest Performance Fund for Dance and the NPN Guest Performance Fund for Theatre it supports independent theatres, private theatres, city and state theatres, festivals and other cultural institutions and companies who work as presenters and would like to invite dance or theatre productions from a different German federal state. The NPN Impulse Fund for Dance & Theatre is intended to create new cooperation projects across federal states that tap development potential in the above-mentioned areas and regions and enable new “tangents” of cooperation.
The Federal Government Commissioner for Culture and the Media is responsible for the federal government’s policy in the field of culture and media, including promoting cultural institutions and projects of national importance and representing Germany’s interests in the field of cultural and media policy in various international organizations.
Cultural figures need inspiration and contact with the new and unknown in their work. That is why the Ministry of Culture and Science of North Rhine-Westphalia promotes exchanges between artists, organizations, and institutions from North Rhine-Westphalia and their international partners. In addition, North Rhine-Westphalia’s profile as a cultural center abroad should be promoted.
Culture Ireland supports Irish artists in presenting and promoting their work at strategic international festivals and venues through a regular grant scheme, and facilitates artists in promoting their work to international organisers through the works presentation scheme, in order to secure future opportunities to present their work abroad. The institution works to build relationships and networks with arts and culture organizations, relevant public bodies, state agencies, and government departments at home and abroad to promote the global impact of Irish artists. Special initiatives are also provided, which are one-off events with a specific focus, promoting Irish art on a global platform, such as Zeitgeist Irland 24 – a year-long program for Irish art and culture in Germany in 2024.
Circostrada Network is the European network for contemporary circus and outdoor arts. Established in 2003 with the primary mission of promoting the development, strengthening, and recognition of these areas at the European and international levels. Over the years, the network has become an important point of reference for its members and a key interlocutor in the dialogue with cultural policy makers in Europe and around the world.
Mini Art Foundation is a member of Circostrada Network since 2019.
Erasmus+ is the EU program supporting education, training, youth, and sport in Europe. Erasmus+ offers opportunities for mobility and cooperation in higher education, vocational education and training, school education (including early childhood education and care), adult education, youth, and sport. Within the framework of CIRCOLUCIA Mini Art Fest 14, the CIRCARE project, funded under the program, will be presented.
The CIRCARE project, funded by the Erasmus+ K2 program within the Small Partnerships in Adult Education program, is a social circus project organized by the Mini Art Foundation with our partner organizations Circo all’Incirca from Udine, Italy, and Sargantana Circ Inclusiu from Valencia, Spain.
The project aims to promote social circus training, exchange knowledge, and improve practices and methodologies so that organizations involved in this type of training can expand their organizational capabilities and train their staff for professionalization.
Toplocentrala is the artistic heart of Sofia – an interdisciplinary center for dialogue, a laboratory that creates and presents performing arts, visual arts, and music. It builds a context for exchange between the local and international scene through workshops, residencies and co-productions. The project is a joint initiative of a group of artists from the independent artistic scene, the Metropolitan Municipality and the Ministry of Culture, which was launched in 2014 with the main idea of transforming the former heating plant of the National Palace of Culture, built in 1981, into a center for contemporary arts of a modern European type.
UNHCR protects people who have been forced to flee their homes, as well as stateless persons. The agency provides life-saving assistance in emergency situations, protects fundamental human rights, and helps find long-term solutions so that affected people can find a safe place to call home.

The private nursery and kindergarten “Germani” is licensed by the Ministry of Education and Science and has been combining the high standards of the German educational systems Kikus and Hans Hase with an individual approach to each child for over 15 years. Located at the foot of Vitosha Mountain, in a spacious green yard with clean air, Germani offers an environment where learning is intertwined with play and the joy of discovery, and education goes beyond the classroom walls—children participate in cultural and social events, visit theaters, zoos, children’s opera, and are introduced to Japanese kamishibai theater—a method recognized by UNESCO as cultural heritage.
The Germani Kindergarten participates as a partner in the CIRCOLYUTSIA! festival because we believe that contemporary circus art and social circus are powerful tools for stimulating imagination, empathy, and community development. Germani shares the values of the festival’s philosophy: education through experience, creativity, and social inclusion. Our partnership aims to bring the magic of the circus and opportunities for children’s growth to the festival, inspiring young (and older) participants to marvel, discover, and grow together.
